     After a long game of multiple phone tag, I have found the answer to
my above question which I am posting in case someone else has the same 
problem.  There is a product called KINGTRAN by a company named 
King's Company that has a Neat3 --> COBOL translator for several
platforms.  They also offer a conversion service to convert the source
code and hand fix any problems, an excellent choice for people like
me uninterested in learning a language like Neat3.  Their telephone
