In addition to a report card, how about a "request card" or "invitation to
contribute." After reading an article you return a vector of responses chosen
from:

1:BRAVO
2:Addition needed
3:Correction needed
4:Do not understand
5:Not serious
6:False
7:Disagree
8:Original
9:Irrelevant

The descriptions chosen could be placed on a single line like:

68

That is, "Irrelevant, False".

If a lot of readers returned this opinion and a lot returned:

28

"Original, correction needed."

Then it would be interesting to invite the best author from each group to post
an article.

The "best" author is defined as the most central in their group. "Most
central" can be computed mathematically, using the "Cultural Consensus Model".
For a small experiment, an editor could just look over the pattern of
responses and invite a couple of people to post an article supporting their
opinions.

The effect is that the best informed supporter of each opinion is invited to
contribute. Authors can get reports on each of their articles. Readers can
receive reports on the quality of each of their judgments. This approach also
has the advantage of token passing, which avoids a duplication of effort. That
is, several responses that say more or less the same thing, do not get written
simultaneously, and therefore, do not have to be read.
