I was intrigued by a mention of the "Issues-Based Information System (IBIS)" in a recent article in a trade magazine. It appears to be a system to facilitate, or at least record in a useful form, an extended group discussion on a complex topic. No contact info or references were given in the article, except that IBIS was "developed at the University of California, Berkeley, by professor Horst Rittel."
