In a study released yesterday, the Senate Appropriations Committee said that unless NASA was allowed to transfer money from some research and development projects to the space shuttle program, the agency will not have enough spare parts to complete 30 launches a year by 1990. The Committee said that NASA would have to pirate one craft to supply parts to another if it was to complete its launch goals with four space shuttles.
