   I'd guess your shell is completely ignoring the single quotes, because
   that's the sort of error you'd get from a real shell if you left the
   single quotes off.  Too bad (he mutters again).

It's true -- the MS-DOS shell has peculiar quoting conventions.  In
fact, if I remember correctly, it has none at all -- the command line
is dumped into a buffer for the C startup routine to break into
argv[].
