The alpha version of perl cops is available via anon-ftp, at
cert.sei.cmu.edu [128.237.253.5] in ~ftp/pub/cops/perl.alpha.  I could
probably be cajoled into mailing you a copy, but unless you're really
going to play with the package a lot and get comments back to us, you
might want to wait a wee bit: we expect to have a beta version as soon as
the alpha people have hammered most of the kinks out (or at least alerted
us to them). We didn't have 50 different kinds of machines to run it on,
so your milage may vary.

  You can get it via anon-ftp at cert.sei.cmu.edu, in
~ftp/pub/cops/1.02/perl.alpha; I'm trying to keep all the little changes
up to date in there.  I'd like to see more comments, if anyone has them;
I'll be gone for a week+ starting wed night, so just bear with me -- I'm
pleased to see that the alpha version is either going better than I had
hoped, or everyone is scared off by the "alpha" part. Beta coming up
after I get back.
