I don't know, sorry.  in present usage, it includes kuwait, but
i'm not certain how a jurist would define it.

Umar merely reported the hadith of the Prophet, may peace be upon him,
he did not write it.  I don't know how various schools interpret this.

Your questions reveal that I really don't know much about this issue
and that i should remain quiet until I find things out.
