1) I would recommend (and this is only my opinion) that you
   go to a drop zone (parachute center) that is USPA affiliated. This
   means that they officially subscribe to the Basic Safety Requirements.
   of the USPA, and use only USPA-rated instructors and jumpmasters.

2) I would recommend that you take instruction only from a
   USPA-rated Instructor, and that your jumpmaster is a USPA-rated
   Jumpmaster (or Instructor).

Don't be afraid to ask the drop zone management for proof of USPA
membership, and don't be afraid to ask the instructor for proof
of his Instructor rating.
