People who use the bullentine boards shoud realize that
there is nothing to stop the police, let alone criminals, from
using them as well.   I do not think that we are quite in
'1984' yet, but we mat be entering an era where the
Data Cops are chasing the Byte Theives through the
fiber lanes.

I do not beleive that people who manage these private systems
are responsible for their content (see the note about Tom
Tcimpidis.)  But it would seem prudent for them to keep track
of what kinds of things are goin on.  Sorta like making sure
that a ring of spies isn't using your basement for a meting place.

Perhaps we should form an organization to encourage the
development of rational legislation for dealing with
the problems that arise from the introduction of the computer 
into our society.    We could distribute facts and tips
to computer owners, Sysops of BBs, State and National legislators,
and perhaps local law-enforcement types who do have the expertise
to deal with some of the newer forms of crime.
