You might want to keep open the option of running without PM, for those who want to run OS/2 without the overhead of PM.

I disagree.  A bbs is a host program, just like Lan Manager, Sql
Server, etc.   The "Server Adaption" of os/2 1.10 that comes with
LanMan,  for example, defualts to installing without PM, and that's
the way I use it.

Since the user interface to such a program is not on the computer
running it,  making it a PM app will add no function to it (but take
it away).
