Fernwood has X-OS2-17.EXE which will extract all forms of .ARC, .ZIP and .LZH; I suppose it also does .PAK, but I've not tested it.  You don't even have to give X-OS2 an extension - just the filename; it figures out the rest.

Is Canada close enough?  I don't have the os/2 version of lhx, but
the source for the dos version is here (and it is pretty clean
code). (Sorry, I don't have the exact file name for this here at
home).

Also avaiable here is lh-ansic.lzh, a lharc clone that I coded in
AnsiC.  It will compile under os/2 without any changes.  It
compresses too (lhx will only extract).

I 80% finished an os/2 specific LHARC program, that allowed
wildcards and walking dir trees (the lh-ansic.lzh version does not
have this,  because this type of feature is hardware/os specific). I
put it on hold because I wanted to wait for os/2 1.20 to arrive and
add support for long file names and EAs.  I have not had a chance
(or the motivation) to go back and finish it yet though.  :-(.

Note: Files mentioned are for FREQ;  first time human callers can not
download.

I have a C version of LHarc and compiled it for OS/2 and enhanced it at
many points. It runs well but slow (C <--> ASM !). I think I will post
it to comp.binaries.os2 as soon as it is created. But I prefer using
PKZIP because it is about twice as fast as the original (ASM) LHarc (if
you compare it to PKZIP running under DOS). On extraction, PKZIP is
at least 3 times faster than LHarc.
