Black people don't live as long as white people.  However, we have
heard no proposals from the companies handling retirement benefits
that blacks should receive higher payments than whites.  The point
is simply that if such companies want to adjust benefits based on
particular criteria, they have apply those criteria to all classes
of beneficiaries.
