I had this problem (very serious) in 1987 with my new Mac II.  A few
minutes after power-up, it would get the jitters for over a minute,
and sometimes wouldn't stop AT ALL.

Apple is aware of the problem and the computer store should try to fix
it.  Our local dealer replaced the monitor analog board.  The result?
After power-on, about 60 seconds later, I get 10-20 seconds of jitters
and then it clears.  Your color monitor is a very high-frequency
analog device.  It is reasonable to give it some warm-up time, unlike
a (relatively trivial) MacPlus.  I think most other Sony Monitors ask
the owner to give the monitor 5-20 minutes to warm up after turn-on.

I never went back for fear that further work on the monitor could make
the (minor) problem worse.
