Is there a video card, for the Mac II or SE/30, which supports the Mitsubishi
Diamondscan color monitor?

Absolutely!  The Diamondscan works off the normal Mac video card, but you
need a special cable.  Ask the dealer for the cable, or you can obtain it
for about $30 from Cables-to-go 1-800-826-7904.

I use a Diamondscan for my Mac, my PC, and my VCR.  It's really handy.
The picture isn't quite as good as the Apple monitors, but I looked 
around, and nothing else was dramatically better than the Diamondscan.
