[comp.sys.mac.hardware] Why are the numeric keypads different on the two keyboards?

A curiosity:

On the regular Apple Keyboard, the plus key is above the minus key on the
numeric keypad.

On the Apple Extended Keyboard (and the old Mac Plus keyboard), the minus
key is above the plus key.

Why the difference?
