We do block i/o with RMS and do appends this way - we open the file with
put AND get access and with a xabfhc attached so we can get the eof position.
Then we can position to the last block. This isn't difficult so I suspect
I may have misunderstood the question - if you really have only write
access and not read access this doesn't help you. Perhaps VMS 3.0 will
help since RMS has had stream i/o added though I don't know details.
