To receive broadcast messages in PASSALL or NOBROADCAST mode, you need to
have a mailbox associated with the terminal (means an application on a
per-program basis). This has FINALLY been made a part of VMS (about time!).
See the I/O User's Guide section on the Terminal Driver, subsection
'Terminal interaction with a Mailbox,' for details. Or, I can send you
some specs... I hacked it some so that our Emacs (yes, VMS) users could
receive 'system going down,' 'you have new mail,' &c. messages.
