They don't come with the product, but there is a PRPQ (i.e., special option) that you can have your SE order for about $58/copy which includes a man command and the man pages. I have also been told that many SEs -- not mine, of course :-( -- have given them to their customers for free. The new machines IBM will be announcing next Thursday will not repeat this mistake, and will come with all the man pages you would ever want (and them some) on CD ROM. Of course, you'll have to buy a CD ROM player. :-)
