[comp.unix.aix] Problem with tty2 on RS/6000

I'm helping a friend get connected to the net and we are having problems
with the tty2 port not being owned by uucp.  In order to call out, one
must change the owner to uucp, but it gets changed back after the call
completes.  I looked for a uugetty type of program, but could not find
one.  He is running AIX 3.1 on an RS/6000.  Can anyone give me a tip
on how to get the ownership on this port to stay as uucp?
