 Does any body know if there is ( I dude it ) a implementation of 
  SLIP (Serial Line Internet Protocol) for AIX in the PS/2 Systems ??

 Also are there a Dial-up SLIP for this ( I dude it more )..

You are correct.  AIX PS/2 does not support SLIP.  You may want
to contact your local IBM representative and share your concerns and
needs with him/her.
