[uw.mfcf.bugs] Please stop replacing files with absolute symlinks

All the CGL workstations used to pick up /usr/lib/news/{active,default,
default.local,distributions,nntp_servers,read_sys_news,recnews,rn} via NFS.
Now, however, /usr/lib/news on watcgl only has been turned into an
absolute symlink to /software/news/lib, and all my workstation symlinks
don't work because /software/news/lib does not exist on my workstations.

No doubt MFCF will stop making this mistake this when they start
supporting their own workstations and need NFS themselves.  Until then,
if you guys replace a path with a symlink, that symlink must be relative
or it may fail on machines that use the path over NFS.

If you absolutely must use an absolute symlink on watcgl for efficiency
reasons, please mail me about what you're going to change a day or two
ahead of time so I can deal with my 35+ NFS-supported machines before the
switch happens.

I like the fact that xhier is being applied to watcgl; however, until
MFCF starts supporting the workstations, I'd like more warning about
changes that don't work over NFS so I can keep up with all of you.
