[uw.mfcf.bugs] lpd won't be running on lily clients after a power failure

Because they get lpd via nfs from lily, and the clients will boot
faster than lily and not find /usr/lib/lpd when they try to start
it from /etc/rc.

This probably applies to other packages.  Like X and xdm for the
NCD's.  I think this is a big problem.
