PRESS: NEW PERMANENT REPRESENTATIVE OF PERU Ricardo V. Luna, the new Permanent Representative of Peru to the United Nations, presented his credentials today to Secretary-General Javier Perez de Cuellar. Mr. Luna has served since 1987 as Under-Secretary for Multilateral Policy in his country's Ministry of Foreign Affairs. In 1987 he represented Peru in the International Commission of Verification and Follow-up to the Esquipulas II Agreement. Mr. Luna has also served as co-ordinator for Peru in the Permanent Mechanism of Co-ordination and Consultation (Group of Eight). Since his entry into the diplomatic service in 1967, Mr. Luna has held a number of posts, including Third Secretary in the Foreign Ministry's Division of Economic Affairs (1967); Third Secretary of the Peruvian Embassy in the United Kingdom (1968-1970); Second Secretary in the Peruvian Embassy in Israel (1970-1971); and First Secretary in the Permanent Mission of Peru to the United Nations Office at Geneva. From 1975 to 1977, Mr. Luna was head of the United Nations Department in his country's Foreign Ministry and served as Counsellor in the Peruvian Embassy in the United States in 1978. He held the posts of Chef du Cabinet of the Minister for Foreign Affairs of Peru in 1979, Minister Counsellor in Peru's Mission to the United Nations Educational, Scientific and Cultural Organization (UNESCO) in 1980, Minister Counsellor in the Peruvian Embassy in Ecuador in 1982 and Minister in the Permanent Mission of Peru to the United Nations in 1984. Born in Lima in 1940, Mr. Luna received a Bachelor of Arts degree from Princeton University in 1962 and a Master's degree in international affairs from Columbia University in 1964. He received a further degree in international relations from the Diplomatic Academy of Peru in 1966 and was a fellow of the Center for International Affairs at Harvard University from 1980 to 1981. Among his academic honours, Mr. Luna was a member of the Royal Institute of International Affairs Latin American Seminar in London from 1968 to 1970 and from 1974 to 1975. He was a member of the Institut des Hautes Etudes Internationales Strategic Studies Seminar in Geneva from 1973 to 1974 and was a founding member of the Peruvian Center for International Studies. He is also a member of the Peruvian Society of International Law.
