UN SECURITY COUNCIL: -- TAKE 1

     The Security Council meets this morning at the request of Panama to
consider "the grave situation which |Panama~ is facing as a result of the
flagrant intervention in its internal affairs by the United States, the policy
of destabilization and coercion pursued by the United States and the permanent
threat of the use of force against |Panama~".

     The request, made initially last April (document S/20606), is contained
in a letter dated 7 August from the Permanent Representative of Panama to the
President of the Security Council (document S/20773).  He states that since
the Council's consideration of the situation in April, "the United States
troops in Panamanian territory have continued the dangerous escalation of
their acts of intimidation, provocation and aggression against Panama, in
violation of its sovereignty and territorial integrity and of the Panama Canal
Treaties".

     The President, HOCINE DJOUDI (Algeria), called the meeting to order at
11:33 a.m.

     The PRESIDENT invited the Minister for External Relations of Panama to
take a seat at the Council table.

     JORGE EDUARDO RITTER, the Minister for External Relations of Panama, said
the dangers he had reported in April had now become more apparent.  The
situation compelled his re-opening the issue.  He called for "specific
measures" by the Council to prevent armed hostility in his country by United
States forces.  The dead and wounded caused by United States action in Panama
could not be denied.

     During its 86 years of links with the United States, he said, the Panama
Canal had come into being -- a major contribution to the world.  Despite
Panama's generally frustrating experiences with the United States over the
Canal, in 1976 an agreement had come about.  Formerly, the United States use
of Panamanian territory had allowed its colonial expansion.  Since the signing
of the Canal Treaty, the United States had made innumerable complaints.
