UN SECURITY COUNCIL: -- TAKE 3 The Foreign Minister of Panama, Mr. RITTER, continuing, said that he could document "hundreds of cases" of incidents by United States troops against Panamanian citizens. Only two days ago, armoured vehicles and troops had blocked access by Panamanians to a military area shared by both countries. Yesterday, three military aircraft had flown in formation over Panamanian military barracks. Yesterday in an act of "insolent arrogance", a section of a highway had been seized and passengers on buses had been subjected to humiliating searches The United States actions had been those of an army of occupation, he said. It had been trying to bring about responses that would justify its taking Panama by force. The actions of the United States were an "open and shameless violation of the principle of non-intervention". There existed a state of imminent war, which called for urgent attention. The Canal Treaties granted the United States limited rights, he said. It had no right to leave explosives lying around in fields and streets, nor to occupy vital Panamanian installations, nor to implace guns targetted on points which were crucial for the defence of Panama. Panama had become an invasion site, he said. The situation had become increasingly grave as a result of criminal actions by United States personnel. The United States created the necessary theatre for a fabricated pretext for acts of war he said.
