UN SECURITY COUNCIL: -- TAKE 4 The Foreign Minister of Panama, Mr. RITTER, continuing, said Panama, while placing a most valuable asset at the service of mankind, also demanded justice and respect for its sovereignty. However, the peace and stability of the area was being threatened daily by the actions of the United States. The time had come for the international community to "turn its eyes to this part of the world". It was with a sense of great urgency that he had come to the Council, he said. Panama had decided to place before the Council the custody of the Canal Treaties. The Canal affected everybody. He called for military observers, as early as next Monday, to be in place in the area. Thus, the international community could ensure that the United States cease its actions, and that the reality of the situation not be hidden. The state of tension was real and growing, and must be stemmed by Council actions, he said. The imminent risk of a disastrous conflict must be halted by actions on the part of the international community. The United States was running out of excuses and the Panamanian people were running out of patience.
