UN PRESS: DPI DAILY PRESS BRIEFING FranUois Giuliani began today's DPI press briefing by announcing that the Secretary-General was at present following the debate in the Security Council, in which Panama and the United States were the only speakers. When the Council meeting was finished, Jorge E. Ritter, Minister for Foreign Affairs of Panama, was to hold a press conference in room S-226. Mr.Giuliani said that at 1p.m. the Secretary-General was scheduled to meet with Jorge Alberto Vazquez, the new Permanent Representative of Argentina, for presentation of credentials. At 1:15p.m. he would meet with StanislawPawlak, the new Permanent Representative of Poland, also for presentation of credentials. And at 2:30p.m. he was to meet with the Charg| d'affaires of China, at the Charg|'s request. At 3p.m., Mr.Giuliani continued, the Secretary-General was to meet with NoorAhmadNoor, the new Permanent Representative of Afghanistan, for presentation of credentials. At 3:15p.m., he was to meet with RicardoV.Luna, the new Permanent Representative of Peru, also for presentation of credentials. And at 4p.m. he would be meeting with SirCrispinTickell of the United Kingdom, at the Ambassador's request. At 5p.m., Mr.Giuliani said, the five permanent members of the Security Council were to meet with the Secretary-General, at his request, to discuss the situation in Lebanon. Mr.Giuliani drew attention to a letter from the Ambassador of Zimbabwe, IsackStanislausGorerazvoMudenge, in his capacity as Chairman of the Co-ordinating Bureau of the Non-Aligned Countries, requesting an urgent meeting of the Security Council to consider "South Africa's non-compliance with the requirements of United Nations Security Council resolution435 on the Namibian independence plan". Mr.Giuliani said it was his understanding that the Council was to hold consultations on Wednesday, 16August, at ll a.m., to be followed by a meeting. He expected that the Council would continue to meet on this matter until the end of the week. Regarding Namibia, Mr.Giuliani said that yesterday, at approximately 9:20p.m. (local time), there was a "grave incident" at the regional office of the United Nations Transition Assistance Group (UNTAG) at Outjo. The office, he said, was "attacked and substantially damaged" by what appeared to have been gunfire and explosives, possibly hand grenades. A private security guard assigned to the UNTAG premises by a private security firm based in Windhoek was killed in the attack. On the same evening, Mr.Giuliani continued, a similar attack was carried out against a drill hall in the military compound at Outjo where weapons are stored. Members of the UNTAG Kenyan battalion were also housed within that compound. In this second incident, there was light damage but no injuries were reported. Mr.Giuliani said that Martti Ahtisaari, Special Representative of the Secretary-General for Namibia, made a statement in which he deplored all acts of terrorism, whether directed against the United Nations or any other party.
