of such acts and to reaffirm their commitment to a peaceful transition to
independence, in accordance with resolution435".  He also declared that he and
UNTAG would not be diverted from their task of supervising and controlling the
implementation of resolution 435, and would "resolutely press ahead" with the
independence process for Namibia.

     Mr.Giuliani said that Mr.Ahtisaari had sent a representative from his
office to Outjo, along with Police Commissioner Fanning, to assess the
situation there personally and to report to him later today.

     Asked if a press release would be issued on this matter, Mr.Giuliani said
that the release had been issued by UNTAG, and that he had provided
correspondents with the information, received from FredEckhard at Windhoek.

     Asked if the person who was killed had been a member of UNTAG,
Mr.Giuliani said that he was a member of a private security firm operating in
Windhoek.

     Would Mr.Ahtisaari be carrying out an investigation as to who was
responsible? a correspondent asked.  Yes, Mr.Giuliani answered, that was why
he had sent Commissioner Fanning and a representative of his office to Outjo.
Asked if there were any ideas at the moment as to who was responsible,
Mr.Giuliani said, "We may have ideas, but we'll wait until they've returned to
have conclusions."

     "Did you have a chance to enquire about my question regarding Turkish
minorities in Bulgaria?" a correspondent asked.  Mr.Giuliani said he thought
he had answered that question.  As to the statement by the Secretary-General
of the North Atlantic Treaty Organization (NATO) concerning ethnic Turks in
Bulgaria, Mr.Giuliani said that the U.N. Secretary-General had been in touch
repeatedly with both Governments on that particular issue, as had his staff,
and he was following the matter closely.

     Continuing, the correspondent asked, "Did you confirm whether petitions
were received by him?"  Mr.Giuliani said that the petitions in question had
not been received.  If and when they were received, they would be sent to the
Human Rights Centre.

     Asked about the specific topic of the Secretary-General's 5o'clock
meeting with the five permanent members of the Security Council on the
situation in Lebanon, Mr.Giuliani said that, as had been recently reported,
the situation in Beirut was "horrendous".  There were many victims, and the
Secretary-General was "extremely concerned, as he has been all along" with the
situation in Lebanon "and trying to see what can be done".

     Following up, the correspondent asked if the Secretary-General had any
new initiative following the return to NewYork of Marrack Goulding,
Under-Secretary-General for Special Political Affairs.  Mr.Giuliani said
Mr.Goulding had given the Secretary-General a first-hand account of the
situation in Beirut and "the state of devastation that prevails there", but
said that was not directly linked to this afternoon's meeting.  The purpose of
the meeting would be "to consult with the five permanent members on what to do
to try and remedy this terrible situation".
