      ##### CALL FOR DISCUSSION: SOC.CULTURE.LATINAMERICA #####

This is a formal 'Call for Discussion' to consider the creation of a new
newsgroup to be possibly called soc.culture.latinamerica. The discussion
begins today, AUGUST 21, 1989, and will finish on SEPTEMBER 20, 1989. 

The group would be unmoderated and it would deal with the latinamerican
culture and its people. We will not give any specific definition of
latinamerica. The reasons for this proposal are explained below.

We remind readers that the discussion must take place in news.groups.
Questions about this proposal can be sent to the adress at the end of
this post. REMEMBER! Do not vote now, wait until the Call for Votes.

                         # HISTORY #

A mailing list joining people from Argentina, both in the country and 
abroad, was created about a month ago at UCLA. Soon thereafter, its
administrator announced that he would not be able to maintainin the
list any longer. Also, some members complained about the intense
incoming mail. To partially solve these problems, some members
suggested to create a newsgroup on Argentina where discussions on
general topics could take place (see a previous posting in this
newsgroup).

Two main elements gave rise to the idea of creating a newsgroup on
latinamerica. First, a first attempt to create a latinamerican newsgroup
two years ago did not succeed by a short margin (thanks Jack for the
info!). Therefore, chances of success for any national group seem
small at this time. Second, people from other latinamerican countries not 
having a mailing list expressed a strong interest in the creation of this
group.

It is clear that, if needed, new subgroups can be added, like:
soc.culture.latinamerica.(country). A first natural step would be to
create a regional group.

As we can see, the main reason for the creation of this group is to
facilitate the communication among latinamericans working and studying
abroad. Hopefully, the argentinian mailing list will still be available
and we also hope that other mailing lists can be created as a consequence
of this newsgroup! It is up to the members where to send their messages.
A hint, at least for argentinians, is that the News is not received in
the country, so topics of interest to people living there should be
adressed through the list.

Now, we have a 30-day discussion period. During this time, we request
readers to call this proposal to the attention of friends and colleagues,
as well as, participate in the discussions. An update will be posted
in 7-10 days. I would prefer to avoid discussions about which countries
are 'latinamericans', since anyway the group will be open to everybody.
Writers are free to choose the languaje, of course, but probably
English should be used whenever possible since there might be others
interested in the latinamerican culture and people (jokes, for instance,
are ussually hard or impossible to translate 8-> ).

P.S.: during the pre-discussion session, some people made interesting
suggestions that for brevity I did not include here. I would ask them
to bring them again here. I would also ask other latinamericans to 
extract this file and distribute it through their national mailing
