SECURITY COUNCIL -- TAKE 4

     SLOBODAN KOTEVSKI (Yugoslavia) said that because prospects were finally
being opened to the Namibian people freely to exercise its right to
self-determination and to achieve long-awaited independence, the Council had
historical responsibility to bring the years-long efforts to their final
stage.  The genuine independence of Namibia through the process of free and
fair elections would finally bring about justice to a people that deserved it
to no less than any other and would bring about peace and security to one of
the most dangerous trouble-spots in the world.

     The only generally accepted basis for the solution of the problem of
Namibia was the settlement plan, worked out by the Security Council.  The
Security Council was therefore duty-bound to ensure consistent and speedy
implementation of resolution 435 in its original and definitive form.

     Various pretexts to justify the continued activities of Koevoet were
absolutely unacceptable, he said.  The recent statement of the
Administrator-General in which he expressed his readiness to confine 1,200
members of Koevoet in their bases was insufficient since resolution 435
requires their unconditional and immediate disbandment.

     He cited as other examples of the serious violations of the provisions of
the settlement plan the provisions contained in the draft election
proclamation prepared by the Administrator-General which raised legitimate
concerns that there was an intention to undermine the position of one of the
principal parties in Namibia, namely SWAPO, and to provide the
Administrator-General with powers far beyond those envisaged by resolution
435; and the campaign against SWAPO in the local media which were largely
controlled by South Africa.

     It was therefore absolutely necessary that the Security Council
immediately put an end to all the violations of the provisions of the
settlement plan.  It was the Council's duty to ensure that all involved
parties strictly abide by the obligations they have assumed without conditions


     Yugoslavia, he said, fully supported the tireless efforts of the
Secretary-General to bring about a successful outcome of what was probably the
most delicate operation ever embarked upon by the United Nations.  The Council
must continue to rally behind the Secretary-General in his endeavours at the
present crucial stage of the implementation of the United Nations Plan.

     AGUS TARMIDZI (Indonesia) said he was participating in the Council's
debate to express Indonesia's deep concern over the disturbing developments in
Namibia.  He was particularly concerned over the incomplete dismantling of all
para-military and other irregular South African forces and the command
structures of the South West Africa Territorial Force.  Further, there were
disturbing reports that South African arms were being stored for use by
irregular troops that could be rapidly remobilized on short notice.  In
addition, there were unacceptable laws concerning registration and the
election, including the issuance of Namibian identify cards to non-Namibians.
