SECURITY COUNCIL -- TAKE 8 JONATHAS NIYUNGEKO (Burundi) said that if the complaints eminating from Namibia were to go unchecked by the Council, there could be dire consequences not only for the people of Namibia but for the whole region. The Council must not tolerate South Africa's disregard for the letter and spirit of resolution 435. The declaration adopted by the Organization of African Unity (OAU) in Addis Ababa highlighted the major violations on the part of South Africa and the remedial steps required. The OAU's observations had been verified by reports from Namibia. He asked how elections could be free and fair if the ballot was not secret, if the voting qualifications were not defined and if the people themselves were not consulted on the structure and function of the Constituent Assembly. He called for the adoption of a resolution which could ensure that the Namibians could aspire to participate in an electoral competition free of all trickery and in which the watchword would be "may the best man win".
