ANGOLA APPEALS FOR 273 MILLION DOLLARS OF EMERGENCY FOREIGN AID (Reuter Library Report, August 24, 205 words, DATELINE: HARARE) Angola, saying it cannot wait for its 14-year-old civil war to end, is seeking 273 million dollars in emergency aid for more than a million people who need food, medicines and housing. "We have to help people affected by the war now," Angolan Trade Minister Domingos Rangel, coordinating the 1989-1990 emergency appeal, told Reuters in Harare. Angola's allies and neighbours are trying to end the conflict between the government and UNITA (National Union for the Total Independence of Angola) rebels. The peace initiative received a set-back on Thursday when UNITA said it was ending a two-month-old truce. Rangel said a conference of donors to discuss the appeal would be held in Luanda on September 21 and 22. The 273 million dollar appeal would cover aid for 600,000 Angolans, currently either living in UNITA-held areas or in exile abroad, who are expected to return home when the war ends. It would also alleviate suffering from drought, floods and disease. Rangel hoped the United States, biggest supplier of food aid to another war-hit former Portuguese colony, Mozambique, would also play a role in helping Angola.
