COMMITTEE ON SCIENCE AND TECHNOLOGY FOR DEVELOPMENT HEARS INTRODUCTION OF PROPOSALS, ADJOURNS FOR CONSULTATION The Intergovernmental Committee on Science and Technology for Development this morning heard the introduction of six draft proposals on the end-of-decade review of the 1979 Vienna Programme of Action and on the co-ordination of activities of the United Nations system in science and technology. The proposals were introduced by Malaysia on behalf of the "Group of 77" developing countries. Following statements by France, on behalf of the 12 member States of the European Community, by the United States and by Malaysia, the Committee adjourned for further informal consultations, and will meet again at 10 a.m. tomorrow, 30 August. Committee Programme The Intergovernmental Committee on Science and Technology for Development this morning began consideration of draft proposals on the end-of-decade review of the 1979 Vienna Programme of Action and on the activities of the United Nations system in science and technology for development. Five draft resolutions on the end-of-decade review, submitted by Malaysia on behalf of the "Group of 77" developing countries, are included in document A/CN.11/L.129: By draft resolution A, on the end-of-decade review of the Vienna Programme of Action and its revitalization, the General Assembly would reaffirm the continued validity of the Vienna Programme and its basic goals of strengthening the endogenous capacity of developing countries, restructuring international scientific and technological relations and strengthening the role of the United Nations system in the field of science and technology and the provision of increased financial resources. The General Assembly would urge the international community to fully implement the Vienna Programme. Science and technology would also be considered one of the major components of the Assembly's deliberations on international economic co-operation. Draft resolution B would have the General Assembly call upon the organizations of the United Nations system to devote increased attention to national endogenous capacity building in the field of science and technology, in accordance with the objectives, priorities and plans of developing countries, and to take effective measures to build better and more sustainable institutions, strengthen human resource capacities and develop and adapt technology. The General Assembly would also take note of the decision by the Committee that the Centre for Science and Technology for Development should continue its pilot studies, and urge that the Centre continue to implement up to ten pilot projects in the next three years. The Secretary-General would be requested to submit an interim progress report to the Intergovernmental Committee at its next (eleventh) session. According to the terms of draft resolution C, the General Assembly would call upon the governing bodies of the United Nations system to enhance co-ordination and harmonization at the country level, through the office of the resident co-ordinator, in order to increase coherence and efficiency in responding adequately to the priorities in science and technology established by each developing country. The Fund for Science and Technology for Development would be requested to support inter-agency missions to enhance system co-ordination, while the Centre would be requested to ensure monitoring and follow-up of programmes for the successful implementation of the Vienna Programme of Action, and to report to the Committee. Draft resolution D, on financing of science and technology for development, would have the General Assembly urge the international community, particularly developed countries, to increase substantially their contributions to international co-operation in the field of science and technology to enable developing countries to strengthen endogenous capacity in that area.
