MONCEF KARTAS APPOINTED DIRECTOR OF UN INFORMATION CENTRE, MANILA

     Secretary-General Javier Perez de Cuellar has appointed Moncef Kartas as
Director of the United Nations Information Centre in Manila.  He succeeds
Robin Sokal, who has been reassigned as Chief of the United Nations Industrial
Development Organization (UNIDO) Information Service in Vienna.  Mr. Kartas,
who is presently the Chief of Radio Services of the United Nations Information
Service in Geneva, will take up his duties during first week of September 1989


     Mr. Kartas, a national of Tunisia, was born on 9 September 1938 in
Akouda, Tunisia.  He obtained a diploma in English from the European Languange
and Educational Centre at Bournemouth (United Kingdom) in 1963.  He began his
professional career in 1964 at the Tunisian Radio and Television as a Radio
Journalist.  From 1964 to 1967 he worked as a reporter-producer at Radio
Suisse Internationale in Berne.  In 1967 he became the desk chief at the
League of the Red Cross and the Red Crescent Societies in Geneva.  From 1968
to 1973 Mr. Kartas served as the accredited correspondent to the United
Nations in Geneva for Radio Suisse Internationale, Deutsche Welle, the Voice
of America and for United Nations Radio.

     Mr. Kartas joined the United Nations Secretariat in 1973 as an Arabic and
French radio producer.  In addition, he covered many major international
conferences during this period, including the United Nations Conference on
Environment, Stockholm, 1972; the World Population Conference in Bucharest,
1974; the World Food Conference, Rome 1974; the World Conference on Water
Resources, Mar del Plata, 1977; and the United Nations Environment Programme
Conference on Desertification, Nairobi, 1977.  From 1977 to 1989, he covered
the annual governing council meetings of the International Fund for
Agricultural Development in Rome.

     Mr. Kartas was appointed co-ordinator of the International Press for the
United Nations when French detainees were handed over to the Secretary-General
by the POLISARIO Front in Algiers in 1977.  He served as spokesman and
co-ordinator of the press during the mission of the personal representative of
the Secretary-General in Pakistan and Afghanistan in June and July 1988.  He
was the Director and Co-producer of several films on Economic and Social
Development filmed in Nepal, Bangladesh and Tunisia; also the producer of
"Venusine", a short story for children and adults, tape recorded for the
fortieth anniversary of the United Nations.

     Since 1948, Mr. Kartas was the Chief of United Nations Radio at the
Information Service at Geneva.
