SEMINAR ON PREVENTION OF WAR TO BE HELD IN UKRAINE, 4 - 7 SEPTEMBER
A United Nations seminar on "Multilateral Confidence-Building Measures
and the Prevention of War", organized by the Department of Disarmament Affairs
in co-operation with the Government of the Ukraine, will be held in Kiev, the
Ukraine, from 4 to 7 September.
The seminar, organized within the framework of the World Disarmament
Campaign, will be attended by some 30 governmental and non-governmental
experts from all regions of the world, including Fawzy El-Ibrashi, Ambassador,
Ministry of Foreign Affairs of Egypt; Victor Karpov, Deputy Foreign Minister
of the Soviet Union; Guennadi I. Oudovenko, Permanent Representative of the
Ukraine to the United Nations; and Vernon Walters, Ambassador of the United
States to the Federal Republic of Germany.
The purpose of the seminar will be to assess the value, feasibility and
organization of appropriate mechanisms and confidence-building regimes to
lessen the risks of war, particularly nuclear war. The discussions will
explore the problems associated with a multipolar world, with military Powers
of different strengths, some of whom possess nuclear arms.
The work of the seminar will be conducted in seven sessions focusing on
three main topics: assessment of the dangers and problems; review of existing
confidence-building measures and mechanisms; and additional mechanisms and
regimes to reduce dangers and increase confidence. Each topic will be
introduced by one main speaker, who will present a synopsis of a paper. Two
participants will comment on the paper, followed by general discussion.
The World Disarmament Campaign, under whose auspices the seminar is being
held, was established by a 1982 General Assembly resolution as a programme to
inform, educate and promote public support and understanding of United Nations
objectives in the field of arms limitation and disarmament. Conferences and
seminars form part of Campaign activities. The present seminar is financed
from the contribution of the Ukraine to the United Nations Trust Fund for the
World Disarmament Campaign.
