DOD:  Destruction of lethal chemical stockpile
THURSDAY  AUGUST 31, 1989

     The Department of the Army announced today that it has
selected on-site destruction for the Tooele Army Depot (Utah)
stockpile of lethal unitary chemical agents and munitions as
the Record of Decision for the Tooele Army Depot Environmental
Impact Statement.  None of the Tooele Army Depot's stockpile
will be transported off site to another installation for
destruction.  The Johnston Atoll Chemical Agent Disposal System
(JACADS) reverse assembly and incineration technology will be
used to destroy the stockpile.

     The disposal facility will be located near the center of
the Tooele Army Depot's South area adjacent to the southeast
corner of the existing chemical munitions storage area.

Construction of the disposal facility is expected to begin in
September 1989 and will take about 30 months to complete.
Construction will be followed by a preoperational proveout of
design and equipment using stimulant munitions (without
agent).  All state and federal regulations will be complied
with before and during the disposal.  Once toxic agent
operations are initiated, destruction of the stockpile is
expected to take approximately four years to complete.

     The Record of Decision summarizes the selection of on-site
disposal consistent with the Record of Decision of the Final
Progammatic Environmental Impact Statement (FPEIS) issued in
January 1988.  The FPEIS selected on-site disposal as the
Army's preferred alternative.  This alternative was the best
choice from a public health, emergency response and
environmental perspective.
