SEMINAR ON CONFIDENCE-BUILDING MEASURES OPENS IN KIEV

     KIEV, 4 September -- The United Nations seminar on Multilateral
     Confidence-Building Measures and Prevention of War opened its
     work today.  The seminar was organized within the framework of
     the World Disarmament Campaign by the United Nations Department
     for Disarmament Affairs in co-operation with the Soviet Union
     and Ukrainian Peace Committees.  The opening of the seminar took
     place in the hall of the Supreme Soviet -- the Parliament of the
     Ukraine.  Plenary sessions were held in the premises of the
     Ukrainian Peace Committee.  Twenty-eight representatives from 15
     countries participated in the seminar.  The countries
     represented were:  Austria, Cameroon, Federal Republic of
     Germany, France, Finland, German Democratic Republic, India,
     Japan, Pakistan, China, Poland, Sweden, United States, Soviet
     Union, and Ukraine.  Among the participants were high-ranking
     military officers, state officials and scholars who dealt with
     the problems of disarmament, international security and
     strengthening of confidence-building measures.  The main topics
     discussed at the seminar were:  assesment of the dangers and
     problems, confidence-building measures and mechanisms and
     regimes to reduce dangers and increase confidence.  The seminar
     will continue its work until Thursday, 7 September.
