HUMAN RIGHTS: DEBATE ON ADMINISTRATIVE DETENTION
GENEVA, 29 August -- At its afternoon meeting today, the
Sub-Commission on Prevention of Discrimination and Protection of
Minorities continued its consideration of the question of the
administration of justice and the human rights of detainees;
including questions of human rights of persons subjected to any
form of detention and imprisonment; human rights and states of
emergency; individualization of prosecution and penalties, and
repercussions of violations of human rights on families.
Speakers in the discussion of this agenda item included a
representative of the Centre for Human Rights; Mary Bautista,
expert from the Philippines; Eduardo Suescon Monroy, expert from
Colombia; and the observers for Liberation, National Aboriginal
Islander Legal Services Secretariat; Latin American Service for
Peace and Justice; International Movement for Fraternal Union
Among Peoples and Nations; International Fellowship of
Reconciliation; International Association of Democratic Lawyers;
International Indian Treaty Council; Regional Council for Human
Rights in South East Asia; International Organization for the
Elimination of All Forms of Racial Discrimination; International
League for the Rights and Liberation of People; Centre
Europe-Tiers Monde; Education for World Peace; Latin American
Association of Relatives of Disappeared Persons; John Carey,
expert from the United States; Hicham Hamdan; observer for
Lebanon; and Asbjorn Eide, expert from Norway.
