HUMAN RIGHTS SUB-COMMISSION HOLD DISCUSSIONS. OM ADMINISTRATION OF JUSTICE, SLAVERY, DISCRIMINATION AGAINST INDIGENOUS PEOPLES GENEVA, 30 August -- At its extended night meeting today, the Sub-Commission on Prevention of Discrimination and Protection of Minorities continued discussion of agenda items relating to the administration of justice (item 9), promotion, protection and restoration of human rights at national, regional and international level (item 15), slavery and slavery-like practices (item 14) and discrimination against indigenous peoples (item 13). Statements were made by Ion Diaconu, expert from Romania; Jan Martenson, Under-Secretary-General for Human Rights; Hector Fix Zamudio, expert from Mexico; Ribot Hatano, expert from Japan; Mary Bautista, expert from the Philippines, Stanislav Chernichenko, expert from the Soviet Union; Waleed Sadi, expert from Jordan; Tian Jin, expert from China; Tom McCarthy, Centre for Human Rights; Asbjorn Eide, expert from Norway; Theodoor Van Boven, expert from the Netherlands, Leandro Despouy, expert from Argentina; Claire Palley, expert from the United Kingdom, Murlidhar Bhandare, expert from India; Danilo Turk, expert from Yugoslavia; and Machid Fatio, observer for the BAHA'I International Community. Louis Joinet and Alfonso Martinez introduced the report of the Working Group on Detention (document E/CN.4/Sub.2/1989/29). Erica-Irene Daes, Chairman/Rapporteur, introduced the report of the Working Group on Indigenous Populations (document E/CN.4/Sub.2/1989/36) and John Carey introduced part II of the summary of information concerning the relocation of Hopi and Navajo families (document E.CN.4/Sub.2/1989/35). Part I of the summary of information on this question was then introduced by Mrs. Daes. The report of the Working Group on Contemporary Forms of Slavery was introduced by Asbjorn Eide (document E.CN.4/Sub.2/1989/39). Following an extensive procedural debate, the Sub-Commission by a roll-call vote of 17 in favour to 3 against, with 3 absentions and 1 non- participating decided to defer the vote on draft resolutions under agenda item 6 relating to question of the violation of human rights and fundamental freedoms until tomorrow morning. The Sub-Commission then adopted one resolution and two decisions under agenda items relating to the review of the work of the Sub-Commission (item 3) Action on Resolutions In draft resolution L.2 concerning the question of the realization of economic, social and cultural rights which was adopted by consensus, the Sub-Commission considered that one of the reasons for the non-realization of human rights and fundamental freedoms in developing countries was caused by economic, social and cultural problems, and decided that the following item would be considered on an annual basis: The new international economic order and the promotion of human rights. Under a decision on rationalizing proposals for studies (L.28), the Sub-Commission decided to examine at its forty-second session ways and means of rationalizing proposals for studies and to consider the possibility of drawing up a medium-term programme; which would ensure participation of the greatest number of the Sub-Commission members and requested the Secretary-General to submit to it at its forty-second session a note listing all the studies which had already been undertaken and the names of those who had prepared them. Under a decision on establishing of a working group on suggestions and proposals (L.29), the Sub-Commission decided that at the beginning of its forty-second session it would establish a sessional working group of five of its members, designated by the various regional groupings, open to the participation of all the members of the Sub-Commission, to prepare an overview and an analysis of the suggestions and proposals which had been made in order to enable the Sub-Commission to better discharge its responsibilities in dealing with violations of human rights as discussed under item 6 of its agenda, taking also into account the functions and duties of the Commission on Human Rights in the matter. * Origin: UNITEX --> Toward a United Species (1:107/501) --- Patt Haring | UNITEX : United Nations patth@sci.ccny.cuny.edu | Information patth@ccnysci.BITNET | Transfer Exchange -=- Every child smiles in the same language. -=-
