Under a resolution on the situation in Lebanon, the
Sub-Commission underlined that humanitarian aid should reach,
without discrimination, all parts of the civilian population and
must not be used for achieving political purposes, selectively
depriving parts of the population of their access to basic
needs; it considered that restoration of confidence among the
Lebanese groups was possible only through restoration of
Lebanon's sovereignty and territorial integrity, and therefore,
called for this purpose on all parties to comply with the
relevant resolutions by the Security Council.
The resolution was adopted by secret ballot of 18 in favour to 2
against, with 3 abstentions.
In a resolution on the situation of human rights in El Salvador,
the Sub-Commission expressed its deep concern at the continuing
increase in the number of human rights violations being
committed in El Salvador, and at the persistent failure to
observe the fundamental norms of humanitarian law proclaimed in
the Geneva Conventions and in the additional protocols thereto.
It considered it desirable that the Government of El Salvador
invite the Working Group on Enforced or Involuntary
Disappearances to visit El Salvador this year; and reminded the
Government of El Salvador that in accordance with additional
Protocol II to the Geneva Conventions, it should respect and
give protection to the war wounded and disabled. It expressed
the hope that the Government of El Salvador and the Frente
Demoncr tico Revolucionario-Frente Farbundo Marti para la
Liberaci n Nacional, bearing in mind the Esquipulas II Accords
and the recent meeting held in Tela, as well as the proposed
solution submitted by the Frente, might develop a negotiation
process for the achievement of a comprehensive negotiated
political solution that will put an end to the armed conflict
and guarantee the full exercise of the economic, political and
social rights of all Salvadorians.
The resolution was adopted by secret ballot of 12 in favour to 7
against, with 5 abstentions.
In a resolution on the situation of human rights in the the
Islamic Republic of Iran, the Sub-Commission expressed its
concern, about the grave human rights violations in the Islamic
Republic of Iran to which numerous resolutions and reports had
referred; and its grave concern at the reports of a wave of
summary executions since July 1988. It urgently called upon the
Islamic Republic of Iran to cease executions, in particular,
those of political prisoners; and urged the Islamic Republic of
Iran to co-operate fully with the United Nations Special
Representative and to enable him to pursue his investigations
within the Islamic Republic of Iran, including facilitating
visits to prisons and other places of detention.
The resolution was adopted by a secret vote of 17 in favour to 3
against, with 4 abstentions.
In a resolution on human rights monitoring mechanisms established
with the United Nations framework, the Sub-Commission
recommended a draft resolution to the Commission on Human Rights
for adoption in which the Commission would emphasize the need to
enhance the effectiveness of, and co-ordination between the
human rights monitoring mechanisms established within the United
Nations framework, and to increase their impartial contribution
to the promotion and protection of human rights in all parts of
the world, and to constantly improve their relevant procedures;
and request the Secretary-General to consider convening not
later than 1991 an international meeting of experts on issues
related to the international monitoring in the field of human
rights.
The resolution was adopted by a vote of 15 in favour to 2
against, with 3 abstentions and 1 non-participating.
In a decision on principles and guarantees for the protection of
persons detained on grounds of mental ill-health or suffering
from mental disorder, adopted without a vote, the Sub-Commission
requested the Secretary-General to make available to the next
session of the Commission on Human Rights and to the open-ended
working session of the Commission on Human Rights, copies of the
study "Principles, Guidelines and Guarantees for the Protection
of persons Detained on the Grounds of Mental Ill-Health or
Suffering from Mental Disorder" and the relevant document, which
contained a summary of national legislation, replies and other
information on the subject matter submitted by Governments,
specialized agencies, intergovernmental and non-governmental
organizations.
Under a resolution on movement and dumping of toxic and
dangerous products and wastes, adopted without a vote, the
Sub-Commission recommended a draft resolution to the Commission
on Human Rights for adoption, in which the Commission would
request the United Nations Environment Programme to enter into
negotiations with the Organization of African Unity, so as to
find global solutions to the problem of the transboundary
movement of hazardous wastes and their disposal. It requested
the Secretary-General to submit a report on the result of the
negotiations between the United Nations Environment Programme
and the OAU to the forty-seventh session of the Commission on
Human Rights and forty-second session of the Sub-Commission on
