     Prevention of Discrimination and Protection of Minorities,
     respectively.

     By a resolution on compensation for victims of gross violations
     of human rights, adopted without a vote, the Sub-Commission
     recommended a draft resolution to the Economic and Social
     Council for adoption, in which the Council would authorize the
     Sub-Commission to entrust Theo Van Boven with the task of
     undertaking a study concerning the right to restitution,
     compensation and rehabilitation for victims of gross violations
     of human rights and fundamental freedoms, taking into account,
     inter alia; relevant existing international human rights norms
     on compensation and judgements by courts, decisions and views of
     international human rights organs and bodies, with a

     view to exploring the possibility of developing basic principles
     and guidelines in this respect.

     In a resolution on the right to freedom of opinion and expression
     adopted without a vote, the Sub-Commission decided to entrust
     Louis Joinet and Danilo Turk with the preparation of a study on
     the right to freedom of opinion and expression, the current
     problems of its realization and on measures necessary for its
     strengthening and promotion, and requested the Secretary-General
     to provide the two Special Rapporteurs with all the assistance
     they might require.  It recommended a draft resolution to the
     Commission on Human Rights for adoption in which it would
     recommend that the Economic and Social Council would endorse the
     decisions of the Sub-Commission, to entrust Louis Joinet and
     Danilo Turk, members of the Sub-Commission, with the preparation
     of a study on the right to freedom of opinion and expression,
     the current problems of its realization and on measures necessary
     for its strengthening and promotion.

     In a resolution on assistance to Paraguay in the field of human
     rights, adopted without a vote, the Sub-Commission expressed its
     profound satisfaction at the changes in Paraguay in the field of
     human rights; and recommended to the Commission on Human Rights
     the adoption of a resolution by which the Commission would
     request the Secretary-General to provide such advisory services
     and other appropriate forms of assistance in the field of human
     rights, as were requested by the constitutional Government of
     Paraguay, to foster democratic advances and the strengthening of
     the institutions responsible for ensuring respect for human
     rights.  It appealed to the international community to render
     all possible assistance to Paraguay so as to contribute to the
     realization of economic, social and cultural rights, as well as
     civil and political rights.

     In a decision on review of further developments in the fields
     with which the Sub-Commission had been concerned, adopted
     without a vote, the Sub-Commission decided to ask Fatma Zohra
     Ksentini to prepare, for submission to the Sub-Commission at its
     forty-second session, without financial implications, a concise
     note setting forth methods by a study on the problem of the
     environment and its relation to human rights could be made.

     Under a resolution on traditional practices, adopted without a
     vote, the Sub-Commission recommended that the mandate of the
     Special Rapporteur be extended for two years so as to enable her
     to present a more complete report; that field missions be
     undertaken by Warzazi if possible to two countries, where
     harmful traditional practices were prevalent; that international
     regional seminars be held on the subject of harmful traditional
     practices in Africa and Asia; that all efforts be made by the
     Centre for Human Rights to provide necessary support, including
     a full-time professional assistant; and that the subject of
     traditional practices be on the agenda of the Sub-Commission for
     sustained follow-up.

     In a decision on expression of thanks to Bangladesh, adopted
     without a vote, the Sub-Commission decided to thank the
     Government of Bangladesh for its co-operation and express its
     satisfaction with the progress made in respect of its treatment
     of tribal populations.

     Under a resolution on discrimination against HIV-infected people
     or people with AIDS, adopted without a vote, the Sub-Commission
     decided to entrust Luis Varela-Quir s with a study of problems
     of discrimination against HIV-infected people or people with
     AIDS; recommended that the Special Rapporteur carry out his
     study in close co-operation with the World Health Organization;
     requested the Special Rapporteur to make a preliminary report to
     the Sub-Commission at its forty-second session; and requested the
     Secretary-General and the Global Programme on AIDS of the World
     Health Organization to provide the Special Rapporteur with all
     the assistance which he might require for the successful
     completion of such a task.

     In a resolution on adverse consequences for the enjoyment of
     human rights of political, military, economic and other forms of
     assistance given to the racist and colonialist regime of South
     Africa, adopted without a vote, the Sub-Commission recommended a
     draft resolution to the Economic and Social Council for
     adoption, in which the Council would invite the Special
     Rapporteur to continue to update, subject to annual review, the
     list of banks, transnational corporations and other
     organizations assisting the racist regime of South Africa;
