     Over the past two years, several changes have taken place at
     country, regional and international levels to help countries
     deal with the burden of debt in the developing world and the
     impact of the economic recession on vulnerable groups such as
     mothers and children.

     UNICEF's "Adjustment with a Human Face (AWHF)" study in 1987
     showed that some countries have been successful in implementing
     policies to protect the vulnerable, demonstrating that they can
     become part of national planning even in the face of economic
     difficulties.  Since then, many development agencies have joined
     UNICEF in working with countries to incorporate the AWHF
     strategy into national development plans, a strategy that
     combines the promotion of economic growth, protection of the
     vulnerable, and macro-economic adjustment.

     A new Executive Directive prepared by UNICEF's Deputy Executive
     Director Richard Jolly reviews recent developments in this area,
     UNICEF's involvement at various levels, and new research being
     undertaken focussing on adjustment and longer-term human
     resource development in Africa.

     The directive provides guidelines for UNICEF field offices in
     future country activities in collaboration with other agencies
     working in the area of adjustment such as the World Bank and the
     International Monetary Fund among others.

     Annexes to the note include an overview of country work on
     adjustment, a case study on Ghana, World Bank/ECA discussions on
     adjustment, terms of reference of the JCGP Sub-group on
     Adjustment and report of a JCGP high-level meeting, and the
     IDB-UNICEF Initiative on Debt Relief for Social Investment.
