CREDENTIALS
Robert Jan Van Schaik, the new Permanent Representative of the
Netherlands, presented his credentials today to Secretary-General
Javier Perez de Cuellar.
Since 1984, Mr. Van Schaik has served as Ambassador and
Permanent Representative to the United Nations Office and other
international organizations in Geneva, and as Ambassador to the
Conference on Disarmament in Geneva.
He began his career in private industry in 1954 and entered the
Dutch Ministry of Foreign Affairs in 1957. Between 1967 and
1977, he served as Director of Economic Co-operation; Ambassador
and Head of the Netherlands delegation to the Conference on
International Economic Co-operation, held in Paris; and
Co-ordinator for International Environment and Energy Affairs.
Between 1978 and 1980, he served as Ambassador to Kenya and
Uganda, and was Permanent Representative to the United Nations
Environment Programme (UNEP) and the United Nations Centre for
Human Settlements (Habitat). From 1980 to 1984, he served as
Director-General for International Co-operation at the Ministry
for Foreign Affairs.
Mr. Van Schaik graduated from Gymnasium B. He received a
doctorate in economics from the University of Amsterdam, and
also attended the University of Chicago. From 1969 to 1970, he
was a Fellow at the Centre for Internationa
Affairs of Harvard University.
Mr. Van Schaik was born on 4 May 1927 in Ede, the Netherlands,
and is married to Charlotte Zaaijer.

President Joaquim Chissano on Thursday said anti-government
rebels must agree to end acts of "terrorism and banditry" before
full-scale talks can start on ending more than a decade of war
in Mozambique.
In a speech opening a new session of Mozambique's parliament,
Chissano reaffirmed his terms for opening talks with the
right-wing rebels. He said peace "cannot be achieved at any
price."
He renewed a demand for the Mozambican National Resistance (MNR)
rebels to accept a 12-point set of principles first floated by
the government in July, which specify an end to all acts of
"terrorism and banditry".
Mozambican clergymen have met rebel leaders in Nairobi for
exploratory talks and Chissano has also asked the presidents of
Kenya and Zimbabwe to mediate.
But despite statements by both sides that it is time to end the
war, there has been no breakthrough. In the past the rebels have
rejected Chissano's terms, and the government has rejected the
rebel's peace proposals.
Chissano told parliament South Africa's new president-elect F.W.
de Klerk had promised in July to try to stop supplies reaching
the MNR through South African territory. South Africa originally
promised to end aid for the rebels in 1984.
The Mozambican leader said the world was looking for "irrefutable
signs of change" in South Africa. De Klerk promised on Thursday
to bring voteless blacks into government as soon as possible.
