Administration Supports Perestroika In Words Only

     On July 17, BUSH said that he wants to see perestroika succeed,
     charting a course that brings the Soviet Union into the
     community of nations.  The Administration's strategy is to
     support perestroika, but do almost nothing of substance to help
     Gorbachev.  Gorbachev most needs access to Western credit,
     membership in international monetary and trade organizations, and
     removal of trade barriers that limit high technology goods like
     computers and electronics.  In every case, the US is refusing to
     help until further reforms are implemented.  ED HEWETT, The
     Brookings Institute, says we want to sit back and wait and see,
     and possibly, in 10 years, we're going to look back and see
     we've waited too long.  It is the Administration's rationale that
     Gorbachev will succeed or fail on his own, and help from the US
     won't make any difference.  Officials admit there is also a
     lingering fear of the Soviet Union, a fear that it still could
     revert to its old ways.
