DOD MEMORANDUM: FORT LEWIS Posting Date: 09/24/89 Source: UNITEX Network, Hoboken, NJ, USA Host: (201) 795-0733 ISSN: 1043-7932 FRIDAY SEPTEMBER 22, 1989 FORT LEWIS The Department of the Army announced today that Fort Lewis proposes to acquire approximately 63,000 acres of land near the Yakima Firing Center (YFC), Yakima, Washington, for military maneuver training purposes in fiscal year 1992. The requirement for additional maneuver land, beyond what is available at YFC is the result of the implementation of the Army's AirLand Battle Doctrine with its emphasis on wide dispersion of units and deep attacks into enemy rear areas. The additional land will meet maneuver training requirements for battalion and limited brigade operations at the YFC, while at the same time providing for the preservation of existing land resources. A Draft Environmental Impact Statement (DEIS) was prepared for this proposed land acquisition. The DEIS described the purpose and needs for land acquisition; alternatives; affected environment; environmental and socioeconomic impacts; and proposed mitigation measures. Since the release of that DEIS, Headquarters, Department of the Army is studying the redesign of the 9th Infantry Division, and ensuing use of the land may differ. For these reasons, the Army decided to prepare a Supplemental EIS (SEIS) to allow the public an opportunity to review and comment on the potential different units' use of the land. On June 30, 1989, the Army released the Notice of Intent to conduct environmental analysis on the potential force structure changes of the 9th Infantry Division to the public. This analysis is a separate action being evaluated and will be decided independently. On March 29, 1989, the Federal Register announced the Army's intent to prepare an Environmental Impact Statement (EIS) on the proposed permanent stationing of the Joint Readiness Center. The Fort Lewis complex, including Yakima Firing Center, was included as a candidate site for this analysis. This analysis is a separate action being evaluated by different Army agencies and will be decided independently. Should the Fort Lewis complex become the preferred candidate site, the environmental and socioeconomic impacts and analysis will be included into this draft SEIS (DSEIS). The DSEIS will be available to the public on September 22, 1989.
