DOD: LETTER OF OFFER TO THE GOVERNMENT OF KOREA

     Congress hss been notified of a proposed letter of offer to the
     Government of Korea for the purchase of spare parts under a
     Cooperative Logistics Supply Support Agreement (CLSSA) for the
     support of C-123, F-4, F-5, T-33, F-16 snd A/T-37 aircraft of
     U.S. origin already delivered to and being operated by the
     Republic of Korea.  The estimated cost is $91 million.

     This sale will contribute to the foreign policy snd national
     security of the United States by helping to improve the security
     of a friendly country which has been and continues to be an
     important force for political stability and economic progress in
     Esst Asia.

     The Republic of Korea has been utilizing Cooperative Logistics
     Supply Support since the early 1970s ss the principle vehicle for
     obtaining spare parts support for aircraft weapon systems of
     U.S. origin.  This form of logistics support helps to ensure
     that aircraft are maintained in a mission-capsble status.  Korea
     will have no difficulty absorbing these spare parts into its
     armed forces.  This program has been notified regularly to the
     Congress dating back to May 1978.

     The sale of this equipment and support will not affect the basic
     military balance in the region.

     Procurement of these items of support will be from the many
     contractors providing similar items to the U.S. forces.

     Implementation of this sale will not require the assignment of
     any additional U.S. Government personnel or contractor
     representatives to Korea.

     There will be no adverse impact on U.S. defense readiness as a
     result of this sale.

     The Department of the Air Force will have responsibility for all
     transactions related to this sale.
