Entrance. The time for that, by the way, I think I'm fairly
safe to say is 10:00 o'clock Monday morning. Then there will be
a bilateral meeting between the Secretary and the Minister. I
believe the Secretary will also host a lunch for Minister Yazov
and his group here at the Pentagon. Later on that day, later
Monday, General Yazov will take part in a wreath laying ceremony
at the Tomb of the Unknowns, and that should be around 5:00
o'clock Monday afternoon.
Let me caution you as I go that this schedule is subject to
change. We try to keep you up to date with memorandums on how
it goes. But where it stands now, on Tuesday, October 3rd, he
will visit Gettysburg, Pennsylvania, the battlefields of
Gettysburg. On the 4th he goes to the Naval Air Station North
Island and Camp Pendelton in California. He is scheduled to
visit Luke Air Force Base, Arizona, on October 5th. Then he
would end his visit in New York City, October 6th.
That is about as much detail as I have. It's still subject to
planning and we're still trying to put in more details.
Q: Do you have any specific requests from him about things he'd
like to see?
A: Yes, we do. We're obviously making our best efforts to
accommodate those requests, but I don't know how much detail has
been worked out on that exactly yet.
Q: So you can't enlighten us?
A: I can't give you precisely how the schedule is going to be
worked out.
Q: Can you tell us what kind of airplanes he'll get to sit in,
vehicles he'll ride in?
A: No, I don't know any of that sort of detail yet. But we'll
provide that for you as we get it.
Q: Do you have any idea about Monday, about how many hours
these bilateral meetings might go on?
A: No. I would think that from past experience they would be,
if the Honors Ceremony starts at 10:00, then I would think maybe
they would be finished by 1:30 or 2:00 just from past
experience. But I'm not certain.
Q: Would he be meeting with the Joint Chiefs or something along
those lines?
A: I haven't seen anything on that, but we'll give you as much
detail as we can when it's all worked out.
Q: This is his first visit to the United States. Is it also
the first visit of any Soviet Minister of Defense to the United
States?
A: I think so. We will take the question. I'm not positive.
That's been my understanding, but let's look into it more
thoroughly. That's the assumption I've been operating under,
but I'm not totally confident of it.
Q: How many will there be in the Soviet delegation?
A: I don't know. We'll let you know that one too. It's 20 or
25 or something. I don't remember the number. Let me just say
I don't know and we'll give you a number when we have it.
Q: Any specific topics the Secretary is looking forward to
bringing up with Mr. Yazov?
A: Not that I've heard of.
Q: The initial announcement mentioned that he's bringing his
wife. Will there be a separate schedule for her?
A: Mrs. Yazov is coming. I'm told her name is Emma. But I
don't know that there's been a separate schedule drawn up for
here. That's the usual practice, as you know, but I hadn't
really see anything on that. So we'll find that out, too. I
apologize, but this hasn't really jelled yet.
Q: Is the Secretary planning any activities involving the visit
of the Colombian President to Washington?
A: I don't know for sure. I had heard that the President might
be coming to the Pentagon, but I don't know. When we find out
we'll let you know.
Q: I have a two-parter on the management review. First of all,
are the departments all going to make the October 1st deadline
for turning in their implementation plans?
A: Yes, I believe they are. There was a meeting on that just
Tuesday, as a matter of fact. It's my understanding that the
departments are well along. I think the proper way to describe
this process is that the department had their own views early on
about how the management review should be framed. Once that
decision was made, I don't think there's been any reluctance on
the part of services to get on board and salute the flag and all
those other cliches that we have here, and go off and do what
they're supposed to do. I think the services have been very
straightforward, very forthcoming, very aggressive, you might
say, in pursuing the deadlines of the management review. I
believe they're going to meet those October 1st deadlines.
Now in terms of what we will be able to discuss with you, those
are all reports to the Secretary. It's our intention to try to
make as much public as we can. I think the services are eager
to do that. We will work out precisely how we will get public
