NAMIBIA: UNTAG MEETS POLITICAL PARTIES

Windhoek, 4 Sept.89 (NAMPA)-- UNTAG police monitors in Oshakati, northern
Namibia received sporadic individual complaints of intimidation yesterday,
after weekend tension between supporters of SWAPO and DTA.

UNTAG chief spokesman, Fred Eckhard, told a news briefing here that the UNTAG
Regional Director , Victor Andreev, yesterday chaired a meeting of political
party representatives at the district centre in the African township of
Katutura. The political parties agreed to establish a Windhoek liason, as
proposed in article 11 of the Code of Conduct signed on September 12, and to
convene an all party meeting on a weekly basis, starting Wednesday, October
11, in accordance with article 12 of the Code of Conduct.

The political parties further agreed in principle on a draft statement
denouncing all forms of violence. The meeting follows one held at the district
level on September 28, immediately in the wake of disturbances when DTA
supporters went on rampage in Katutura. At that meeting between SWAPO and DTA,
the parties agreed to give prior notice on public rallies three days in advance
in compliance with the Administrator General proclamation 23 and the Code of
Conduct.

They also agreed that all areas of Katutura shall be accessible to all parties
for of campaigning, that supporters and organizers of political parties shall
be given clear instructions to conduct themselves in a peaceful manner at
public rallies and political campaigning and to refrain from insulting leaders
of political parties.

It was agreed that public rallies shall not take place in the late hours of the
day and that parties should avoid marches and processions that do not lead to
officially approved meetings and rallies.

As a result of indiscriminate attacks by DTA supporters on residents of
Namibia's northern town of Oshakati, the Oshakati State hospital named 22 names
seriously injured patients who had been admitted..
