UN ASSEMBLY CONDEMNS ISRAELI POLICIES

The General Assembly this afternoon condemned the policies and
practices of Israel "which violate the human rights of the
Palestinian people in the occupied Palestinian territory",
citing practices, including firing upon innocent civilians by
the Israeli army, the deportation of civilians, the demolition
of houses and collective punishments and detentions.
The Assembly took that action by adopting a resolution concerning
the question of Palestine by a recorded vote of 140 in favour to
2 against (Israel, United States), with 6 abstentions (Antigua
and Barbuda, El Salvador, Grenada, Saint Vincent and the
Grenadines, Uruguay, Zaire). (For details of vote, see Annex.)
Under the terms of the resolution, introduced by the
representative of Libya, the Assembly also requested the
Security Council to urgently consider the situation in the
occupied Palestinian territory and measures that would provide
international protection to Palestinian civilians. The Assembly
further requested the Secretary-General to examine the situation
by all means available to him and to submit to the Assembly
periodic reports, the first of which should be submitted as soon
as possible.
The representative of Israel spoke on the resolution.
Speaking in explanation of vote were the representatives of Iran,
the United States, Canada, Chile, Iceland, Australia and
Mexico.
The head of the Observer delegation from Palestine also made a
statement. The Observer from the League of Arab States spoke in
reply to Israel.
The Assembly also heard four more speakers in concluding its
second week of general debate. Statements were made by: the
representative of Nicaragua, Alejandro Serrano Caldera; the
Minister for Foreign Affairs of Qatar, Abdullah Bin Khalifa
Al-Attiyah; the Deputy Minister for Foreign Affairs of Myanmar,
UOhn Gyaw; and the Minister for Foreign Affairs of Belize, Said
Musa.
So far, a total of 103 speakers have participated in the general
debate, which began on 25 September. The participants included
five Prime Ministers, six Deputy Prime Ministers, 82 Foreign
Ministers, one other Minister and nine Chairmen of delegations.
In addition, 14 Presidents and one Provisional President have
addressed the Assembly thus far.
The Assembly will meet again at 10 a.m. Monday, 9 October, when
it will continue its general debate.
