     ABDULLAH BIN KHALIFA AL-ATTIYAH, Minister for Foreign Affairs of
     Qatar, said that the Palestinian question was the most important
     of the challenges which continued to confront the international
     community.  Currently, there were two important developments:
     the Palestinian people's uprising in the occupied territories
     and the proclamation of an independent Palestinian state.

     The intifadah was a liberation movement against Zionist
     occupation, he continued.  A people were defending their dignity
     and struggle for their right to self determination and to a
     national state and accepting every sacrifice.  On the other side
     of the conflict was the ugly face of opressive Israeli reaction,
     which consisted of the murder of children, women and the elderly,
     deportation, incarceration and torture.  He saluted the "blessed
     intifadah of the Palestinian people" and reaffirmed his
     continued support for it.  Further proof of the Palestinian
     desire to achieve a just and comprehensive solution was the
     courageous initiative taken by the Palestinian National Council,
     he said.  Despite world-wide appreciation for that initiative
     and despite the recognition of the Palestinian state by a
     majority of the countries of the world, Israel obstinately
     refused to offer any good faith initiative in its pursuit of
     expansion.  In that, it was encouraged by the political and
     military support from certain quarters.

     The dialogue between the United States and the PLO was a
     positive development, but it was not an aim in itself.  The
     dialogue must result in a clear and explicit position
     recognizing the legitimate rights of the Palestinian people,
     including their right to self-determination.  He then said that
     the end of hostilities between Iran and Iraq was received by his
     country with great satisfaction.  That war had wasted the human
     and material resources of two neighbouring countries and
     hindered development in the region.  But that satisfaction would
     not be complete until full understanding was reached by the
     parties, with a formal end to the state of war.  With regard to
     the situation in Lebanon, he commended the efforts of the Arab
     Tripartite Committee and called upon the parties to continue
     co-operating with it as it was the only available means to
     extract Lebanon from the vicious circle of infighting.  He
     condemned the continued Israeli occupation of south Lebanon and
     the Syrian Golan Heights.
